Abstract

This study aims to determine the role of Bappeda leadership in improving the motivation and performance of Bappeda employees in Medan City. This study uses a qualitative method with a descriptive research type. Data were collected using interview and documentation techniques with 5 (five) informants. Therefore, in order to obtain field data, researchers must go directly to the field to be able to directly observe the orders and the community being studied. The results of the study indicate that the Head of Bappeda has carried out his leadership role quite well through building harmonious communication, effective time management, and employee involvement in decision-making, thus creating a conducive work atmosphere and supporting the achievement of common goals. The Head of Bappeda also succeeded in clearly dividing tasks and authorities according to employee capabilities, so that work implementation runs smoothly. However, there are obstacles in providing additional points or Additional Employee Income (TPP) as a form of motivation in improving the performance of Bappeda employees, because not all employees consistently upgrade their activities as a basis for assessing the awarding of additional points. Nevertheless, the Head of Bappeda continues to encourage employees to improve their activities and performance in order to obtain this additional motivation.
